A commonly used page is to have a header at the top, a left navigation area and the content on the right. A convenient way is to use the tables to layout the things.
There is a icon in the tool bar for inserting the table, click on that icon.
Let us say that you are going to insert one large image on the top of the page, well if possible slice the image into the smaller images. Now you need to build a table with proper rows and columns.
In the dialogue box, insert the no. for the rows and columsn, and fix the size of the table as 780 pixels. Let us not to show the border of the table, so enter the border = 0. Let us supposer rite now, you have taken a table to one row and one column, click on the OK button to get the table inserted in the design area. Now there is one row, here you need to import image into this. For this from the menu option Insert click on the Image, specify the location of the image, where you have stored the image. A good idea is to have one folder with the name of the image, and keep all the images in that folder.
Now create one more table below that, with one row and 2 columns. From the Window option, click on the properties to display the properties dialogue box, now fix the widht the cells, let us suppose for the first column let is be of 180 pixels, and the second one of 600 pixels.
Since many people have different preferences set in their browsers, it is a good idea to give the the background color to it, so that it is similar to everyone.
Finally, save the page.
